Feedback on Digital Badges: Three Years After the First Rollouts

Abstract

In this presentation, we proposed to share feedback on the use of digital badges three years after their initial rollout within an employment pathway programme designed for the long-term unemployed. The aim was to explore how these digital tools have been received by supported participants, social workers, and employers alike. This presentation also explored the resistance and limitations associated with deploying a tool intended to support skills recognition within a scheme focused on employment support.

Combo77 is a program that explores the use of digital badges as a lever for socio-professional integration. The support approach is based on an "outreach" strategy (mobility of caseworkers, use of a fitted-out bus), strong coordination with the local employment ecosystem, and a personalized pathway combining individual interviews and group workshops.

To secure pathways and enhance skills recognition, Combo77 has implemented four digital badges (My Strengths, Adaptability, Respect, Autonomy), co-designed with employers and caseworkers, and aligned with the Cléa skills framework (delivering certificates attesting to proficiency in basic knowledge and vocational skills). Two module badges were awarded following group workshops, provided participants achieve a score above 80%. Two transversal badges were awarded by a Badge Committee, based on objective criteria and caseworkers' assessments of participants' attitudes.

The badges address several key challenges: employability, self-confidence, and access to rights. Testimonials highlighted tangible outcomes, including improved digital skills, increased pride and self-esteem, enhanced CV visibility, and recognition by some recruiters, leading to positive employment outcomes (fixed-term contracts of less than or more than six months).
