Toolkit for Recognition of Refugees’ Qualifications
Abstract
Developed by NOKUT (the Norwegian Agency for Quality Assurance in Education) and funded by the Erasmus+ Programme, the Toolkit for Recognition of Refugees’ Qualifications provides practical guidance for evaluating and recognizing the credentials of refugees and displaced persons, including those without full documentation. Drawing on Norway’s extensive experience in alternative recognition procedures since 2013, the toolkit was created through a collaboration among ENIC (European Network of Information Centres) and NARIC (National Academic Recognition Information Centres) in multiple European countries. It outlines shared principles, best practices, and tested tools to support fair and consistent evaluation processes. Visitors to the document will find models for implementation, examples of country approaches, and recommendations designed to help credential evaluators and higher education institutions facilitate refugee access to employment and education.
